Low-Dex Sin Damage, What am I doing wrong?

Hi, I just checked a few days ago that my my low-dex sin (lvl 26) can hit at max 480, while my normal sin(lvl 25) can hit at 423 max. Am I doing something wrong?
Low-Dex Sin stats:
STR:4
DEX:36
INT:5
LUK:105
Normal Sin stats:
STR:5
DEX:50
INT:4
