Not funded sin, Is it possible

Hey, I just quit my Scania's 4129 level 30 characters, I have about 800k with a lot of high leveled crap. ANYWAY, I'm moving to Windia, and I want to make a sin, I was wondering how hard it would be to make a normal dex sin without any funds? How slow would the training be? I'm mainly doing it for the haste and then eventually, IF ever, flash jump.

If it's possible, or even legal, can I trade someone all of my scania stuff for a little bit of funds on Windia? I apologize if it's against some rule. http://forums.mapletip.com/index.php?showtopic=112579
